I've logged into my Adobe account and followed the above link and IT DOES NOT WORK telling me I don't have access to the server.

The link works fine. I just tried it.
The reason for the error message is that you have not followed all the Very Important Instructions on that page before clicking the download link.
Most people trip up on step #2, #3 or #4.
