The blue circle could easily be more than one layer. There is a soft edged diagonal wipe moving from bottom left to top right. You could recreate this by creating a solid layer above the 10, create a circular mask about twice the size of the blue circle, feather the edge of the mask, then animate this circle's position so that it covers the blue circle. Now place this animated soft edge circle just above the blue circle layer and set it as a track matte. Animate the opacity of the track matte, possibly the shape, and the Mask Feather so the blue circle fades in the way you want it to. Your comp would look something like this:
