In Photoshop, how do I reset my brushes panel so there are soft brushes as well as hard? (Not just "Reset Brushes.")

All my soft brushes have changed to hard brushes. I can't get the brush *hardness* to reset. It says it's 2% but acts like it's 100%. "Reset Brushes" doesn't change this. I've closed and reopened documents and quit and reopened Photoshop. OS X 10.10.5, Late 2013 iMac.
