Can't comment on if this will render 'faster' as I don't know what you are comparing it to? Without a doubt a specialist builder as mentioned will get you better bang for money. This was not an option for me sadly when I was doing a tech upgrade for the company I work at as I was instructed to use existing company accounts which to be fair got us a pretty heafty discount, plus I was unable to find a highly recommend specialist builder for this type of media work in the UK, or at least a competitive one. After much research we ended up going with the Dell  T5810 1650v3, 16GB RAM, 2 x 256GB SSD (one OS and apps, the other media cache), and GTX 970, all connected to a shared media server for rushes, project, previews etc. I have been very happy with them not saying you can't get better but I was unable to find it at the time and have been pleased with our decision - though would say 32GB RAM for AE would be preferable and is our intended upgrade path for the couple of machines that carry that workload.
