I am about to call it a day, but I did not want to do that without some words of encouragement.

Consider clearing the slate....
a. if you have any purchased Premiere Elements 13.0 product on your computer, deactivate it Help Menu/Sign Out. Close out of
there, and then uninstall the program the usual Control Panel way. Then do a free ccleaner run through (regular cleaner and registry cleaner parts) to get rid of leftovers from incomplete installs uninstalls, and then install the tryout of the product. But, before the download and install, be sure to have the antivirus and firewall(s) disabled. Do not update 13 to 13.1 until
you are sure that you have a stable 13 install and that you can get into a project and have a stable workflow.

b. The usual drill items...run as Administrator, install latest version of QuickTime, make sure video card/graphics card driver version is up to date, do not be working with pen and tablet device. And depending on the outcome temporary, uninstalling instead of disabling of the antivirus might need to be looked at as well as other features of the antivirus.
