I do not see "forms" in the description.
Word has the forms creation in the Developer tab.
How many users filling in Word forms can edit the form fields format and controls?
Since Acrobat saves as an RTF file type, does the RTF file standard include "form fields"?

This is not a usual formatting item that gets edited.
But the assumption that form fields is part of the basic content editing is your opinion.
Another thing to consider is that unless the source file used to crate the PDF form was created in Word the results for exporting to Word can vary widely from a blank page to the complete document. But the usual result is somewhere in between. You can suggest to Adobe they add this feature on the bug report feature request page on the Adobe site.
