I do have more than one email address. The standalone version of Lightroom is registered on one ID with one email address and the Cloud subscription is registered to a different ID and different email address. Both IDs appear correct in that one shows the cc account and the other shows the standalone registered Lightroom application.
Following your advice, I have checked the cloud account and found that I was logged in with the wrong email address! I have logged out and logged in with the Cloud account email address and it asked me to install Lightroom.
Problem solved!
