In the spirit of never give up......

What version of Premiere Elements (13?) and on what computer operating system? Assuming Premiere Elements 13 on Windows 7, 8, or 8.1 64 bit for the moment....

How are you opening the program to get to the Welcome Screen/Video Tab and New Project and the initializing phase that does not advance?

Do you start by double clicking the program's desktop icon? If so, try opening the program directly from the Adobe Premiere Elements.exe file found

in Windows 7, 8, or 8.1 64 bit

Local Disk C

Program Files

Adobe

Adobe Premiere Elements 13

Adobe Premiere Elements.exe

If that specific .exe is found at that location, first right click it and select Run As Administrator. Then double click it to try to open the program

to the workspace bypassing the Welcome Screen.

Please correct any over assumptions that I have made above.

Again assuming Premiere Elements 13 as your program, please try to download and install tryout installation files from the following source

and then insert your purchased serial number in them during the installation process.

Adobe Photoshop Elements 13 Direct Download Links, Premiere too | ProDesignTools

Major factor here is that you carry out carefully the web site's "Note: Very Important Instructions" in order to avoid Access Denied message.

Are you working with an individual home computer, home computer network, company network, or school network situation? Do you have any

security software other than the antivirus and firewall(s) which you say that you have disabled as part of the troubleshooting?

Please review and consider.
