Yes ... using the " + " icon at the bottom of the Layer's palette, choose the Sharpen option. You can either sharpen all four channels (RGB & Alpha) in a ganged movement or sharpen each individually. You can both sharpen AND "de-sharpen" with this tool, as if you start going to the left to soften the image, you can go a long ways.
Naturally this can be applied to layers inside or outside masks, which gives a lot of flexibility. It isn't quite the same as say Unsharp Mask with the tools you have for that. But seems to do in general a very good job when used with discretion ... which is always the tricky part about sharpening.
I'd also add that for Serious Cine people, DSLR video footage is way over-sharpened out of the camera, looks to their senses like 2000-era "pro" video gear. Harshly over-sharp rather than smooth like film movies. I've learned to appreciate the aesthetic of this, and don't sharpen my footage either in-cam or in-post as much as when I started. I do some, not a lot. Often masked. Much of the time I soften areas rather than sharpen. Helps direct interest yet in a less obtrusive way?
As noted, I'd love a clarity control and the HSL section out of Lightroom/ACR. As to the other things ... the controls built into SpeedGrade give awesome and yet fine-pointed control of all levels & such ... I've gotten to the point that I'll use those and haven't found the new curves controls of any interest.
